  2017 Lower West Coast Water Supply Plan Update (Staff contact, Mark Elsner, ext. 6156) This presentation will provide an overview of the Draft 2017 Lower West Coast (LWC) Water Supply Plan Update and no action is required. A water supply plan identifies sustainable water supplies for all water users while protecting water resources and related natural systems. Water supply plans must be updated at least every five years pursuant to Chapter 373, Florida Statutes. The development of the 5-year update is nearing completion for the LWC Planning Region, which includes Lee County, most of Collier County, and portions of Hendry, Glades, Charlotte and mainland Monroe counties. The draft plan update was released for public review in mid-August and is proposed for Governing Board approval in December 2017.

TBMIA Enjoys Well Attended Happy Hour at St. Pete Yacht Club

Thursday night’s Happy Hour on 8/24/17 at the St. Petersburg Yacht Club was a well-attended event with 55 members and guests in attendance.  Kevin Carlan, Chairman of the TBMIA kicked off the meeting spending a few minutes discussing some current issues facing our industry in the Tampa Bay region and how the association is supporting us on those issues. 

Larry Ahern, State Representative, and his wife Maureen were in attendance.  Larry spoke briefly expressing his concern and support for the issues we face as an industry.  John Good highlighted the associations consumer website redesign (GoBoatingFlorida.com) which will soon be launched and other topics of interest.

A huge thanks to Larry Jensen and the entire team from Joule Yacht Transport for sponsoring the cocktails for the entire evening.  Thank you Joule Yacht Transport!

All the members and guests in attendance had plenty of time to socialize and network.  A great evening was shared by all.

Hogfish conservation measures and boundaries effective Aug. 24

A new management boundary and several conservation measures for hogfish will go into effect in state and federal waters starting Aug. 24. State changes were approved by the Florida Fish and Wildlife Conservation Commission (FWC) at its November 2016 meeting.

Hogfish is overfished and undergoing overfishing in the Florida Keys and east Florida. Federal law requires the South Atlantic Fishery Management Council to end overfishing immediately and implement a 10-year rebuilding plan.

Because most hogfish off the Keys and east Florida are taken in Florida state waters, consistency with regulations approved in Atlantic federal waters is necessary to rebuild the stock.

The new management boundary between the Keys/east Florida and Gulf stocks will be at 25 degrees 9 minutes north latitude (a line due west of Cape Sable, which is on the Gulf side of Florida). Starting Aug. 24, hogfish north of Cape Sable will be managed as Gulf hogfish, and hogfish south of that line, around the tip of Florida and up the Atlantic coast, will be managed as Atlantic hogfish. Prior to this change, the boundary for hogfish was a line following U.S. Highway 1 in the Florida Keys. This new management boundary line is closer to where Gulf and Atlantic hogfish stocks naturally separate as determined by a recent genetic study.

Other approved conservation changes effective Aug. 24 include:

• Lowering the Atlantic recreational daily bag limit from five to one fish per harvester.
• Setting an Atlantic recreational harvest season of May 1 through Oct. 31.
• Increasing the Atlantic recreational and commercial minimum size limit from 12 to 16 inches fork length.
• Increasing the Gulf recreational and commercial minimum size limit from 12 to 14 inches fork length.
• Setting the minimum importation and sale size limit to 14 inches fork length statewide.

The size limit increase and recreational season will allow Atlantic hogfish more opportunities to spawn before entering the fishery and, along with a bag limit change, will help rebuild the Keys/east Florida hogfish population to sustainable levels.

The size limit change for Gulf state waters is also consistent with regulations for federal waters of the Gulf of Mexico. The Gulf stock is healthy, but stakeholders requested an increase in the minimum size limit as a conservation measure to give hogfish additional spawning opportunities.

The City of Tampa is to receive $182,000, and the City of Temple Terrace is to receive $60,000 from the County Boat Registration Fee program to support marine law enforcement activities. The allocation of $182,000 to the City of Tampa and $60,000 to the City to Temple Terrace is included in the FY 18 recommended budget in the Countywide Boat Registration Fund within the Governmental Agencies Department of Conservation and Environmental Lands Management.

  • Coquina Dredging Project – responded to additional RAI, coordinating with County staff to move toward issuance of permit by USACE.
  • Working with Engineer for Holmes Beach, Anna Maria, and Bradenton Beach Engineer RE: canal survey previously approved.
  • Working with Engineer for City of Bradenton Beach RE: Engineering for entrance canal – previously approved.
  • Moving forward with work at Warner’s Bayou and Highland shores in cooperation with County Staff.

  Charlotte County
  • Working with County Staff, US Coast Guard, and FFWCC on Ferry Crossing signage issues
  • Continuing to work on Palm Island property issues

  Lee County
  • Big Carlos/New Pass project – contractor dredging. Daily monitoring required.
  • Working to assist City of Bonita Springs with dredge project (Oct)

  Sarasota County
  • Met with County Media Relations Staff to generate collaborative ideas
  • Working with TraPonti group on land-swap to benefit both District and developer.
