Caloosahatchee River West Basin Storage Reservoir Project

The purpose of the Caloosahatchee Reservoir is to capture excess C-43 Basin (East and West Caloosahatchee sub-watersheds) runoff and undesirable freshwater releases from Lake Okeechobee during the wet season and release water from the reservoir during the dry season to meet environmental needs. The Caloosahatchee Reservoir was initially designed in 2008 and revised in 2018. The design changes incorporate USACE’s updated design guidance for dam safety which increases the robustness, resiliency and redundancy of the project. The design changes increase the total project cost, which are forecasted to exceed 20 percent of the total authorized cost provided in Section 902 of Water Resources Development Act (WRDA) 1986. As part of the Comprehensive Everglades Restoration Plan, the USACE requires a Letter of Support and Financial Capability to preserve the District’s cost-share credit for the increased total authorized project costs. The C-43 Reservoir Post Authorization Change Report (PACR) presents an updated project cost estimate, above the Section 902 limit, for Congressional authorization which will increase the cost share total for the project. This presentation will provide an overview of the LRWRP and the Caloosahatchee Reservoir projects, and the remaining project schedule for Congressional authorization.

Request for Authorization to Execute Interlocal Agreements with Sarasota County for Three (3) West Coast Inland Navigation District (WCIND) Grants

The Town of Longboat Key has applied for and received three grants totaling $136,031 from WCIND. Each grant is accompanied by an Interlocal Agreement between Sarasota County (subgrantor), and the Town (subgrantee) which requires authorization from the Town Commission. The three grants are for Police Marine Patrol Unit ($83,800); Marine Fire Rescue Equipment ($32,231) and Derelict Vessel Removal ($20,000). Recommended Action: Authorize Mayor to execute three Interlocal Agreements between the Town and Sarasota County for WCIND Grants.

Ordinance 2019-16, Amending Chapter 158, Zoning Code

On April 1, 2019 the Town Commission adopted an updated Zoning Code and identified a number of substantive issues to be addressed as separate Zoning Code amendments. Ordinance 2019-15 provides for the addition of Pickleball and Racquet Sports to the Accessory use Standards for Tennis; and for additional provisions to address Docks/Structures over Water. These issues were discussed, with consensus reached, at the October 15, 2019 Regular Workshop Meeting. Recommended Action: Forward Ordinance 2019-16 to the January 6, 2020 Regular Meeting for second reading and public hearing.

Accept the agreement with the Department of Homeland Security (DHS), Port Security Grant Program EMW-2019-PU-00571 for $9,179. The agreement begins on September 1, 2019 and ends on August 31, 2022. This grant will be used to purchase a small tender vessel and associated equipment to be carried on Fire Rescue’s 38′ fireboat. The 10’6″ tender, with 20 HP outboard motor, will assist Fire Rescue with maritime emergencies in the shallow areas of Tampa Bay which are inaccessible to the larger fireboat. Upon execution of the agreement, a budget amendment will be submitted to the Board to appropriate the $9,179 in grant funds to increase Fire Rescue’s Grant capital budget. No additional County funds are required

Briefing Item: Caloosahatchee Estuary Projects Update (Staff contact, Jennifer Leeds, ext. 6088)

On January 10, 2019, Governor Ron DeSantis signed Executive Order 19-12 which called for greater protection of Florida’s environment and water quality. This briefing will cover projects the District is implementing to help the Caloosahatchee Estuary. Projects to be discussed include the Caloosahatchee (C-43) Reservoir and its associated water quality feasibility study, the BOMA project, and Lake Hicpochee restoration.

Awards a contract to Bayshore Construction, Inc. to replace a portion of boardwalk, benches, bridges, pavilion and a kayak launch at the Matanzas Pass Preserve, in the amount of $900,470.80. The total estimated cost to design, permit and construction the improvements is $1,200,000.00. This project was planned and budgeted and funded with Tourist Development Taxes.
Approve Contract Change Order for Matanzas Pass Boardwalk Replacement and Kayak Launch
Revises the scope of work to be performed by Coastal Engineering Consultants to include Construction Engineering and Inspection Services for a new contract total of $141,250. The total estimated cost to design, permit and construct the improvements is $1,200,000 and is funded with Tourist Development Taxes. This project was planned and budgeted with improvements scheduled to be finished in FY2020.
Award Contract for Alva Boat Ramp Renovation
Awards a contract to Kelly Brothers in the amount of $495,371.95 to renovate the Alva Boat Ramp.   The renovations include widening the boat ramp from one lane to two, replacement of the boarding dock and parking lot improvements.  The boat ramp provides access to the Caloosahatchee River upstream of Franklin Locks for residents and visitors in eastern Lee County and was originally dedicated in 1990.   The project is 100% funded by boater registration fees.

Approve Budget Amendment Resolution for Approved Waterway Development Projects

Approves the creation of thirteen new navigation related major maintenance projects that are funded by a grant from the West Coast Inland Navigation District (WCIND) in the amount of $1,622,849.  For the majority of these projects, Lee County will serve as the grant administrator for other County agencies that receive sub-grants from WCIND.  The projects to be funded are in the categories of marine law enforcement, environmental education, boating safety, boating recreation and navigation improvement.  Each year, WCIND provides grant funding to Lee County for various waterway projects.

The allocation of $182,000 to the City of Tampa and $60,000 to the City to Temple Terrace is included in the FY 20 recommended budget in the Countywide Boat Registration Fund within the Governmental Agencies Department of Conservation and Environmental Lands Management.
