Request Tourist Development Tax Funding for Matanzas Pass Improvements

Approve funding request for $1.1 million from Lee County Facilities Construction & Management Department for out-of-cycle Tourist Development Tax funds for the replacement of elevated boardwalks along the Davis Simpson Trail and replacement of the paddle craft landing (PCL) and pavilion. The total estimated cost to design, permit and construct the improvements is $1,725,015. This projecthad been previously planned and budgeted for a lesser amount. The Tourist Development Council unanimously recommended moving this item forward for BoCC consideration.

Authorize the Director of Procurement to increase Blanket Purchase Agreement (BPA) 219205271 with William E Munson Company, Inc., by $10,166.00, from $212,401.00 to $222,567.00, for the purchase and installation of several additional features to the previously-approved 28′ PackCat-model aluminum catamaran landing craft that will be used by the Safety and Special Enforcement Team under the Compliance, Communities, and Conservation Department. The options include: (A) installation of 3″ D-rubber push knees ($1,917.00); (B) installation of fixed aluminum outboard motor guards ($1,307.00); (C) reinforcement of the main deck to accommodate a future crane ($910.00); (D) upgraded shallow water anchors ($2,520.00); (E) installation of an electronics arch on the T-top roof ($1,059.00); (F) installation and integration of radar into the navigation system ($1,800.00); and (G) application of an aluminum protectant to the gunnel tops and hull exterior ($653.00). In this case, there are no subcontracting opportunities for Certified Disadvantaged Minority/Disadvantaged Women Business Enterprise (DM/DWBE) firms as the subject services and materials will be provided directly and exclusively by the current awarded manufacturer due to the proprietary nature of the work. Funding for this increase is available in the Fleet Management Department’s budget.

Respectfully requesting that the city administration consider using local music as the accompaniment for the light show that will be part of the splash pad at the new Pier. It would helpful if there were a way to show Pier patrons whose music is playing and that it is available for download on I-Tunes and other streaming services.
