Award and execute an agreement with the overall lowest, responsive, and responsible bidder, Waterfront Property Services, LLC, for maintenance dredging and removal of muck from East Lake channels (19555,2) for the Capital Programs Department at a total cost of $576,683.50.  The subject services involve removal and disposal of approximately 7,550 cubic yards of muck material from the residential channels in East Lake Park, and the work is scheduled to be completed within 180 calendar days from the date of the Notice to Proceed.  Bids were received from four (4) different bidders.  In this case, there were no Certified Disadvantaged Minority/Disadvantaged Women Business Enterprise (DM/DWBE) firms and no Registered Small Business Enterprise (SBE) firms for the specified services; therefore, no participation goal or set-aside was established for this procurement.  Although no participation goal or set-aside was established, the opportunity to submit a bid as a prime vendor is always available to interested firms, including Certified DM/DWBE and Registered SBE firms.  Funding for this procurement is available in the approved budget for Capital Improvement Project No. C46141000, and purchase orders will only be issued against approved budgets.

Conduct a public hearing regarding a proposed ordinance (Attachment A) amending Section 130-107 to modify the location and size of the previously established Vessel Exclusion Zones.

* The ordinance will amend the previously established swim zones along the North Beach of Fort De Soto Park.

* The existing swim zone will be expanded to the north to include the lagoon between Outback Key and the park shoreline.

* A new Vessel Exclusion Zone will be added to the lagoon area to prevent swimmer and boater interaction.

* An area to the south, previously established as North Beach East, will be repealed.
